The inmate telephones are on everyday from 11:00 am —11:45 am; 1:00 pm—2:45 pm; 7:00 pm—9:00 pm. Telephone calls cannot be made during VISITATION, lockdowns, meals, shift changes, and transportation. Inmates will be issued a phone ID pin number during booking, and must use this phone ID oin number to access the phone system. You must use your Inmate ID number along with your Inmate Phone pin number to use the phone. Inmates will be allowed to make a free local call during booking. Inmates can make local calls, North Carolina long distance calls, and out of state long distance calls. Phones will be cut off after 10 minutes. Long distance first minute rate is the operator surcharge plus one minute. Rates are subject to change by the Utility Commission. Local Rates: $1.71 flat fee for 10 minutes North Carolina Long Distance Rates: First minute: Operator surcharge $1.85 plus $0.50 = $2.35 Each additional minute is $0.50 up to 10 minutes Out of State Long Distance Rates First minute: Operator surcharge $2.85 plus $0.50 = $3.35 Each additional minute $0.50 up to 10 minutes Out of Country Rates $0.95 per minute 1. Phone minutes are available through the Commissary. Phone minutes can be transferred from an inmates trust fund account to a Paytel Phone account by using the Kiosk Machine that is available in each block. If an inmate doesn't have a sufficient balance, the call will not be completed. Calls will disconnect after 10 minutes. 2. Cobra TeleLink enables inmates to purchase telephone time directly through the Cobra Banker software without calling cards. They simply transfer money to their phone account using the commissary ordering feature from the touchscreen on their pods Cobra Kiosk or through the commissary order. 3 Lincoln County Sheriff’s Office/Detention Center is not responsible for the Inmate phones. Paytel Communications is the carrier. Family and/or friends can contact Paytel at 1-800-729-8355 or go to www.paytel.com to set up an account. 4. For one time only, an inmate can call a cell phone free for the first 60 seconds if this cell phone has not had a previous call from a Paytel phone system. Phone calls will cut off after 60 seconds. After that time, the cell phone onwer must set up an account through Paytel Communications to receive calls.
